Bid Opening: Bids will be publicly opened and read aloud at 2:00 p.m. (local time) in the Fulton County Government Center Commissioners’ Boardroom located at 125 East 9th Street, Rochester, IN 46975.
Bids received after this time will be returned unopened. E-mailed or faxed bids will not be accepted. Bid Proposals from bidders that have not prequalified for the project will not be accepted.
Separate Bid Proposals are requested for the scopes of work described in Section 002413 Bid Category Scopes of Work. Bid Proposals shall include all supervision, labor, materials, equipment, tools, hoisting, services and transportation necessary to complete the Scope of Work.
Bid Security in the amount of ten percent (10%) of the Bid must accompany each Bid in accordance with the Instructions to Bidders. Bidder Security shall be made out to Garmong Construction Services.
The successful Bidders will be required to furnish Performance and Payment Bonds for one hundred percent (100%) of their Contract amount prior to execution of Contracts.
Fulton County is a tax-exempt Institution and Indiana Sales Tax for products permanently
incorporated in Work shall not be included as part of the Bid or on any Application for Payment.
All Bidders must comply with all state and federal non-discrimination laws.
Responsive bidders may not have an active dispute, claim, or litigation with Fulton County.
All work for the complete construction of the Project will be under multiple subcontracts with the Construction Manager based on Bid Proposals received and on combinations awarded. Award of contracts will be in accordance with Indiana Public Bidding Laws. The Construction Manager will manage the construction of the Project.
Bidders submitting bids for the performance of any Work as specified in this Project should make such Bids to Garmong Construction Services. Subcontractors are advised that the Subcontract as finally entered into with any successful Bidder shall be entered into with Garmong Construction Services as that Construction Manager as Constructor (CMc at risk) for the Owner.
The Owner and the Construction Manager reserve their rights to accept or reject any Bid (or combination of Bids) and to waive any irregularities in bidding. All Bids may be held for a period not to exceed ninety (90) days before awarding contracts.
Bid Proposals and Construction shall be in full accordance with the Bidding Documents which are on file with Garmong Construction Services and may be examined by prospective bidders at the following locations:
Bidders will be held accountable for the Bidding Documents in their entirety, the complete Drawing and Specification package.
The Project has an economic inclusion goal of 10% M/W/VBE participation. There is no wage scale for this project.
A Pre-Bid Conference will be held at 1:00 p.m. (local time) on November 18, 2019, at the Fulton County Government Center Commissioners’ Boardroom located at 125 East 9th Street, Rochester, IN 46975. Attendance by bidders is optional, but recommended, in order to clarify or answer questions concerning the Drawings and Specifications for the Project. A site visit for those interested will be immediately following the pre-bid meeting.
