Millstone Weber, LLC invites you to review and submit a bid for work items related to the St. Clair County MetroLink Extension
Shiloh/SAFB to MidAmerica St. Louis Airport Facilities – Double Track project. The project is located adjacent to Scott Air Force Base and MidAmerica St.Louis Airport in St. Clair County, Illinois.
The Facilities Double Track project consists of all construction associated with preparation of the mainline track bed, up to and including the subballast, and preparation of the bike trail.
The project work is comprised of the following:
clearing, grubbing, and legal disposal of vegetation, brush, and trees within the project footprint; earthwork (excavation and embankment); rough and finish grading of the subgrade; subgrade preparation; subgrade stabilization;
embankments for signal houses’ site and access preparation for traction power substations; seeding and erosion control measures; subballast; drainage structures; rip-rap; LRV bridge over Seibert Road; widened embankment for
turn-back tracks; stray current mitigation; catenary pole foundations; wayside signal foundations; permanent fencing; pavement removal and cul-de-sac at Old IL Route 158; roadway signage; temporary traffic control; cables, conduits,
and duct banks; utility relocations; earthwork (excavation and embankment) for Bike Trail; and Bike Trail bridge over Seibert Road.

A Pre-Bid meeting will be held at 10:00 A.M. on December 8, 2022 at the SCCTD Belleville
Transit Center, 718 Scheel Street, Belleville, IL 62220, for the purpose of responding to
questions and clarifying the contents of this IFB.
RFI's will be due to Millstone Weber, LLC NLT Tuesday January 3rd, 2023 at 3:00 pm
St. Clair County Transit District has established a project goal of 25% of the awarded contract sum for DBE participation
PREVAILING WAGES: No less than the prevailing rate of wages, as determined in
accordance with the Illinois Prevailing Wage Act
PROJECT LABOR AGREEMENT (PLA): This project is covered by the terms of a Project
Labor Agreement
