Millstone Weber, LLC invites you to provide a proposal for the SCCTD MetroLink Extension Shiloh Scott AFB, IL to MidAmerica Airport Extension Facilities-Single Track project.
Work on this project includes clearing, grubbing, and legal disposal of vegetation, brush, and trees within the combined footprints of MetroLink, Bike Trail, Access Roadway, and Rieder Road extension; earthwork
(excavation and embankment) for MetroLink, Bike Trail, Access Roadway, and Rieder Road extension; rough and finish grading of the subgrade for MetroLink, Access Roadway, and Rieder Road extension (rough grading only of the subgrade for Bike Trail); subgrade preparation for MetroLink, Access Roadway, and Rieder Road extension; subgrade stabilization for MetroLink, Access Roadway, and Rieder Road extension; embankments for signal houses; site and access preparation for traction power substations; seeding and erosion control measures; subballast; drainage structures; rip-rap; LRV bridge over Little Silver Creek; LRV bridge over Silver Creek; stray current mitigation; catenary pole foundations; wayside signal foundations; fencing; temporary traffic control; cables, conduits, and ductbanks; utility adjustments/relocations; MAA passenger station platform and ramp, precast warning strips, handrails, fiberglass grating, guardrail, canopy column foundations and columns, canopy,
station finishes (benches, trash receptacles, windscreens, bike racks, identification signage, windscreen signage, miscellaneous signage, information kiosk), bollards, platform lighting, plaza lighting, plaza paving, octagon paving,
landscaping, communications building and ramp, cables and conduits for fare collection, cables and conduits for station finishes, passenger drop-off loop; vehicular bridge (over MetroLink mainline) at Rieder Road with retaining walls; Rieder Road extension pavement; and the demolition of Wherry Road pavement and regrading; and any additional work necessary to complete the project.

Subcontractor RFI's due to Millstone Weber, LLC NLT 4:00 pm on Monday February 6th, 2023. Millstone Weber, LLC will submit RFI's to SSCTD on February 7th, 2023.
Subcontractor Bids Due to Millstone Weber, LLC on Monday February 13th, 2023 at 2:00 p.m.
IDOT Prequalification is required for all contractors completing work within IDOT right-of-way.
Contractors completing work within IDOT right-of-way shall be prequalified by the
Illinois Department of Transportation for the specific type of work to be performed.
Additional information is provided in Section 00 21 13 Instructions To Bidders.
It is the policy of the St. Clair County Transit District that Disadvantaged Business
Enterprises (DBE) shall have an equal opportunity to participate in the performance of
contracts. St. Clair County Transit District has established a project goal of 25% of the
awarded contract sum for DBE participation.
Project is covered by the Terms of a Project Labor Agreement.
