Scope |
Water and Wastewater Facilities
The Work for this Contract involves the construction of a fully functional wastewater treatment system. The scope includes an influent flowmeter and screening, lift station, treatment and storage lagoons, chlorination building and system, effluent pump station, irrigation pump station, approximately 7-acre center pivot irrigation system, and all other Work required for a complete and functional wastewater treatment system as shown on the Drawings and specified in the Technical Specifications
The Contract will be subject to the Davis-Bacon Act (40USC3141-3148) and the applicable provisions of ORS 279C.800 through ORS 279C.870 (the Oregon Prevailing Wage Law).
This Project is being funded through the Business Oregon Infrastructure Finance Authority, Clean Water State Revolving Fund, USDA Rural Development, and the City of Dufur.

American Iron and Steel
Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials. The following waivers apply to this Contract: De Minimis, Minor Components, Pig Iron, and Direct Reduced Iron.
