LODI ACCESS & NAVIGATION CENTER 'SHELTER' IS PROPOSED TO OCCUPY AN EXISTING INDUSTRIAL PROPERTY
OWNED BY THE CITY WHERE ITS PRIOR USE WAS A PARTIALLY CONDITIONED MECHANICAL AND SHEET METAL
WELDING FACTORY WAREHOUSE WITH OFFICES. THE CITY OF LODI PROPOSES TO ALTER, ADAPT, AND CHANGE
THE USE OF THE EXISTING FACTORY WAREHOUSE & OFFICES (METAL BUILDING) INTO A 30-DAY AND LONGER R-2
CONGREGATE RESIDENCE -EMERGENCY HOUSING -WHICH IS A RESIDENTIAL USE WITH DAILY FOOD AND
PUBLIC SERVICES, INCLUDING 24/7 STAFFIING -THEREFORE A MIXED-USE BUILDING. A TRAINING PROGRAM WILL
BE OPERATED IN A SEPARATE BUILDING CONNECTED BY SITE AMENTIIES INCLUDING A COVERED WALKWAY.
THE CITY WILL IMPROVE THE EXISTING BUILDING AND SITE WITH ALTERATIONS, ADDITIONS, NEW INTERIOR &
EXTERIOR CONSTRUCTION, VOLUNTARY STRUCTURAL UPGRADES, ENERGY COMPLIANCE 2022.
MAIN-USE: ALTERATIONS FOR R-2 OCCUPANCY INCLUDE THE WET AREAS FOR MEN'S AND WOMEN'S SHOWERS
AND TOILET FACILITIES FOR STAFF AND VISITORS.
ACCESSORY USES: OFFICES FOR PUBLIC SERVICES AND GUEST SERVICES, KITCHEN, PUBLIC RESOURCE CENTER
INTERIOR CONSTRUCTION IS ADDING CONGREGATE RESIDENTIAL R-2 (30-DAY AND LONGER) BUNK ROOM WITH
DAILY FOOD SERVICE FROM COMMERCIAL KITCHEN & DINING (A-2), LAUNDRY SERVICES (B,U), MONITORED
PERSONAL STORAGE (B,S-2), LOCKERS, AFOREMENTIONED SHOWERS & RESTROOMS AND A DEDICATED MEDICAL
BED AREA (R-2, B). THE PROJECT IS USING EXISTING UTILITY CONNECTIONS WITH ADDITION OF GREASE TRAP,
SEWER LIFT STATION, AND FIRE HYDRANT. NEW ELECTRICAL SERVICE IS BEING PROVIDED FOR THE ADDITIONAL
ELECTRICAL DEMAND TO THE SITE. AN EXISTING TELECOMMUNICSITONS LOT IS SERVICED THROUGH THE
PROPERTY BY SITE ACESS AND UTILITY EASEMENT RIGHTS.
IN THE FRONT OF THE MAIN SHELTER IS A PUBLIC LOBBY AND MEETING ROOM (A-3) FOR ON-SITE ACTIVITIES AND
HOSTING GROUPS FROM THE COMMUNITY. MAIN OPERATIONAL 'ACCESS SERVICES' ARE PROPOSED WITH
WAITING LOBBY (A-3) FOR INVESTIGATING OR ARRANGING PUBLIC SERVICES BY RESIDENTS AND NON-RESIDENTS.
THESE SERVICES OPEN TO THE PUBLIC DURING DAYTIME HOURS.
THE PROJECT INCLUDES ACCESSORY OFFICES FOR ON-SITE SECURITY, ON-SITE OPERATOR, CITY AND COUNTY
STAFF, AND THE ROTATING PUBLIC AND PRIVATE CONTINUUM OF CARE PROVIDERS, INCLUDING MEDICAL
PROFESSIONALS (B).
A NEW ADDITION IS PROPOSED TO BE ATTACHED TO THE EXISTING METAL BUILDING FOR RESIDENT SECURED
ENTRY, RESIDENT INTAKE/PROCESSING, AND RESTROOMS. A STRUCTURALLY INDEPENDENT BUT ATTACHED
CANOPY IS PLANNED OVER A PATIO OUTSIDE THE DINING ROOM. (B, A-3, U)
A NEW EDUCATION & TRAINING BUILDING -(A-3, S-2, U) WILL BE CONSTRUCTED ON THE SITE AND ADJOINED BY
COVERED WALKWAY.
AFTER THOROUIGH ASSESSMENT OF THE EXISTING CONDITIONS, THE PROJECT PROPOSES TO 'RE-SKIN' THE
EXISTING METAL STRUCTURAL SHELL WITIH A CONTEMPORARY THERMAL AND MOISTURE BARRIER ENVELOPE IN
ORDER TO MEET OR EXCEED CALIFRONIA TITLE 24 ENERGY COMPLIANCE. THE EXISTING STRUCTURAL FRAME IS
BEING RETAINED AND AUGMENTED AS NECESSARY TO AVOID ADDING MORE THAN 10% VERTICAL LOAD AND
5% LATERAL LOADS TO ITS EXISTING DESIGIN LIMITS INCLUDING ALLOWANCE FOR WIND AND SESIMIC FORCES.
NEW COLUMNS AND WALLS WITH FOOTINGS ARE BEING ADDED INSIDE THE METAL FRAME AND SKIN SLAB AREA
TO SUPPORT NEW COLUMNS, WALLS, AND SHEAR ELEMENTS.
THE ACCESS CENTER IS CURRENTLY OPERATING AT THE SITE AND OPEN 9AM-6PM OPERATING AS TEMPORARY
OVERNIGHT SHELTER AND DAILY SERVICES. THE OPERATIONS WILL CONTINUE DURING PHASED CONSTRUCTION.
THE PROJECT WILL BE DIVIDED AT A MINIMUM INTO 4 PHASES:
PHASE 0 -TEMPORARY OCCUPANCY PERMIT (completed); PHASE 1 -CMU WALL (NIC -separate permit), OFF-SITE WORK STREET & UTILITIES AND FIRE HYDRANT, SITE ELECTRICAL (NIC -separate permit);
PHASE 2 -TENT POPULATION RELOCATION TO SOUTH PORTION OF SITE & SHELTER BUILDING (NORTH) CONSTRUCTION; PHASE 3-EDUCATIONBUILDING AND ON-SITE WORK CONTINUATION (SOUTH). TWO BUILDING PERMITS IN THREE PHASES.
