INVITATION TO BID
The City of Bend (City) invites Sealed Bids for construction of Butler Market Road & Wells Acres
Road Roundabout and Butler Market Key Routes (East) Project. The Project will provide safety
and operational improvements identified in the City’s Transportation System Plan (TSP). The
project will construct a single lane roundabout at the intersection of Butler Market Road and
Wells Acres Road. In addition, there will be key walking and biking facilities constructed along
Butler Market Road beginning at the East leg of the existing 8th Street roundabout to the west
leg of the Brinson Boulevard intersection. These improvements include upgrades to ADA
facilities, sidewalk infill and upgrades, dedicated bike lanes and cycle tracks, reconstruction of
existing driveways, retaining walls, signing and striping, illumination, and landscaping and
irrigation. The existing roadway will be widened to accommodate the multi-modal facilities, and
a grind and inlay will be constructed on the existing pavement throughout the project limits.
Utility improvements include storm drain upgrades and upsizing of the existing 24-inch sanitary
sewer main to a 36” main to provide capacity for future growth. Franchise utility relocations and
minor waterline appurtenance relocations and adjustments will also be included with the
project.
The deadline for submitting Bids is: July 2, 2025, 2:00 PM Pacific Time. One (1) copy shall be
submitted in electronic form through the City of Bend eProcurement Bonfire Portal (Portal). The
City’s Portal can be found at https://bendoregon.bonfirehub.com. If technical assistance is

date and time will not be given further consideration. Bidders are encouraged to allow extra time
to ensure bids are uploaded by the deadline as this can be impacted by Bidder’s bandwidth
speed. Please reference the section for the Issuing Officer for additional questions.
Sealed bids will be received online as instructed on the Portal. Bids may also be submitted to
the City, via mail, or in person, by contacting the Issuing Officer no later than two (2) business
days prior to bid opening to make arrangements ahead of time for an in-person submission. Hard
copies will not be accepted unless the Bidder has made arrangements ahead of time. If a hard
copy of the Bid is submitted without prior coordination with the Issuing Officer, the Bid will be
returned (unopened) to the Bidder without consideration. No faxed or emailed submissions will
be accepted.

The Engineers estimate is $11,853,221.90
