We are inviting subcontractors and suppliers to provide pricing for the Lebanon Transit Operations and Maintenance Facility located at 200 Willow Street, Lebanon, PA 17046.
This project is being bid under separate prime contracts for General Construction, Mechanical Construction, Electrical Construction, and Plumbing Construction. The work includes demolition of the existing maintenance and office facilities and construction of a new transit operations and maintenance complex including repair bays, ground storage, bus wash, bus storage, van storage, maintenance offices, administration offices, parking, stormwater facilities, and related site work. Please see the project plans and specs for a complete scope of work.
Key Project Info:
- GC Bids are due April 29, 2026 at 2:00 PM. Please have your quotes to us by April 28th at 2:00 PM.
- A non-mandatory pre-bid meeting is scheduled for March 19, 2026 at 1:00 PM, followed by a Site Walk.
- A second site walk on March 25, 2026 at 11:00 AM.
- Questions are due through PennBid by April 01,2026 at 12:00 PM. Please have all questions to us for submission by April 01, 2026 at 9AM.
- Anticipated Notice to Proceed May 15th, 2026.
- Substantial Completion April 28th, 2028.
- Liquidated Damages $2,500/Day.
- This project is subject to Davis-Bacon/Prevailing Wages, please bid accordingly. The wages are contained in 002113 Biding and Contract Requirements.
- Multiple prime contracts, we are biding the GC contract. (GC, MC, EC, PC)
- DBE participation is encouraged.
- No substitutions allowed, please bid with specified products.
- Build America, Buy America Requirements (All steel, iron, and manufactured Projects used in FTA funded projects are produced in the United States, unless a waiver has been granted by the FTA.
- The project owner or eciConstruction will not pay any materials increases after a bid is submitted. Please include any required materials increases in your bid.
Please review all drawings, specifications, addenda, and existing condition reports before submitting pricing. Existing condition information includes geotechnical, utility, hazardous materials, and soil management documents that should be carefully reviewed as part of your scope evaluation.
Please provide your quotation with all applicable labor, materials, equipment, freight, supervision, testing, and closeout requirements included for your trade. Clearly identify any exclusions, qualifications, alternates, and long-lead items with your proposal.
